Decision-makers in local French education policy networks

The top-down model of French educational management has been significantly modified in the past three decades. Structural and institutional reforms have introduced new actors in the form of the local and regional authorities and have partially reshaped the operation of established actors such as the Education ministry. There has been a slow penetration of new ideas and new actors into hitherto closed policy communities. Schools themselves have slowly become more responsive to their environments. Moves to political and administrative decentralisation since the early 1980s have made it more realistic to refer to a sub-central educational policy-making community, with a genuine margin of autonomy, within which sets of players interact. The most important of these are state officials, representatives of sub-national authorities, trade unions, parents associations and business interests. After setting out the input of these various actors into education policy-making, we conclude that a new principle of competitive interdependency accurately represents the sub-national governance of French education.
